Understanding Cotton County Releases
A release is the end of one agency's custody, not always the end of all custody or legal control. For an adult booked locally, Cotton County Jail holds the booking and discharge facts. A person may walk into the community after bond, recognizance, dismissal, time served, sentence completion, or another court order. The same person could instead leave the jail in a transport vehicle bound for the Oklahoma Department of Corrections, another county, a tribal authority, the U.S. Marshals Service, or immigration custody. The date, manner, and destination in the jail record separate those outcomes.
That distinction changes the search. Cotton County released inmates who returned to the community may be confirmed through the sheriff's discharge entry and Cotton County court chronology. A transfer to ODOC creates a state custody trail rather than a community release. Federal and immigration movements use separate federal systems. Juvenile matters are restricted and route through authorized court or Oklahoma Office of Juvenile Affairs contacts, not adult inmate tools. “Deceased” and ODOC “rebill” are also termination or record-change labels, but neither means community release. Rebill opens a new record card for a consecutive case. When a local code is unclear, ask the custodian to define it rather than substituting a common meaning from another jail.

The Oklahoma Open Records Act provision for law-enforcement records lists a prisoner's name, commitment date and cause, committing authority, description, and the date or manner of discharge or escape when that information is kept. It does not make the agency create a new record, set a retention term, or expressly promise a booking photograph.

When Walters Police made the arrest, records may be split. The police department can hold the arrest or incident material while the sheriff owns booking, custody, and discharge. Keep the sheriff request focused on the physical release. A court order can explain why release was authorized, but it does not replace the jail's exit time.
Walters Cotton County Release Records
Cotton County and the City of Walters have a documented prisoner-custody arrangement. June 2025 county proceedings discussed that agreement and a proposed daily per-person custody rate. The dated proceeding establishes a two-agency record path, not a current fee charged to a released person. A Walters Police arrest can produce one city arrest record and a separate county booking and discharge record.
Start with Walters Police at 129 E. Colorado, (580) 875-3343, and ask where the person was actually booked. If Cotton County Jail held the person, ask the sheriff for the release timestamp, manner, and destination. If another jail held the person, that custody agency owns the physical discharge. The Oklahoma Department of Corrections offender lookup applies only when a Cotton County case led to state custody or state supervision. Cotton County Release Court Trail

Cotton County State Release History
Historical ODOC reports recorded small numbers of state-offender releases from Cotton County Jail in 2015 and 2017. Those old entries matter because they show that “left the county jail” has not always meant a simple local community release. A person could have been tied to a state county-jail program, transferred into ODOC, paroled, or discharged under the state record.
The figures are not current operating statistics. No active ODOC prison or verified present county-jail program was found inside Cotton County. Sealed Cotton County Release Records
Oklahoma has more than one record-change path. A qualifying order under 22 O.S. §18 can seal the full arrest and court record. A §991(c) deferred disposition update can change the case to “pled not guilty, case dismissed,” but it does not erase the arrest. A missing OSCN result may therefore reflect lawful sealing. Cotton County ICE Release Window
The ICE Online Detainee Locator System can include adults now in ICE custody, people in CBP custody for more than 48 hours, and people released from ICE custody within the last 60 days. Search with the nine-digit A-number and country of birth, or with exact name and the other identity details the interface requests. A prompt search matters because the released-person result is time limited.
After 60 days, disappearance from ODLS cannot establish when or how ICE custody ended. “ICE release” may mean release to the community, removal, or transfer. Likewise, a Cotton County jail discharge to ICE is continued government custody, not community freedom. Read the sheriff destination entry, ICE result, and immigration case context together.
Note: No dedicated ICE detention center was verified in Cotton County, so the locator is a network check after a documented transfer.
Cotton County Release Alerts
OK VINE provides anonymous custody information and alerts by phone, website, app, email, text, or TTY when offered. Official Oklahoma material includes transfer, escape, apprehension, release, and death events. Select Oklahoma, match the correct person and jurisdiction, then register before an expected change. A voice alert uses a four-digit PIN to acknowledge the call. VINE is not a certified Cotton County discharge ledger, and a reported release may still be a transfer from the reporting agency.
For federal cases, the BOP locator shows name, Register Number, age, race, sex, Release Date, and Location. Parole notification is separate. The Oklahoma Pardon and Parole Board warns that VINE does not provide parole notification, and it has its own written victim-notification route. Cotton County adult parole and probation supervision is served through ODOC's Frederick office in neighboring Tillman County.
